The Montana Board of Crime Control (MBCC) has officially begun the submission of NIBRS data to the Federal Bureau of Investigation’s National Incident Based Reporting System (NIBRS) utilizing their new repository system from Zuercher Technologies. The updated system allows law enforcement officials at all levels in Montana to improve the quality and accuracy of the NIBRS data they are reporting, as well as utilize that data for reports and analysis.
Montana has been participating in the NIBRS program for a number of years, but the system they were previously using caused a number of problems. One of the main problems was in the error rate of the data which was being submitted to the FBI. When submitting NIBRS data, the FBI requires an error rate of 4% or less, and Montana was too often at or above that level. State officials were also disappointed in the reporting capabilities of their previous system. The ability to create and run reports was very limited and many of the small number of reports which were supplied did not work correctly. The list of needed fixes for the program also continued to grow.
The decision was made to update the system and after reviewing options, the MBCC chose Zuercher Technologies to provide the new NIBRS repository, known as MTIBRS. The Zuercher Technologies solution provided the accuracy they needed to meet the FBI standards, which was recorded to be a less than 0.2% error rate in other states that were utilizing it. They were also able to provide state-specific configurations and fields, such as incident codes for domestic abuse and stalking.
The Zuercher Technologies repository includes a web-accessible portal that allows smaller agencies, without Records Management Systems (RMSs) already in place, to report their data as well. All data entered in the repository has been formatted to be accessed by Montana’s new web-based analytics tool, giving them a vast selection of report options they did not have before.
