West Virginia State Police Procure Incident Based Reporting Repository from Zuercher Technologies

The West Virginia State Police have selected Zuercher Technologies as the vendor to replace the state’s current Uniform Crime Reporting (UCR) Incident Based Reporting (IBR) repository.

The West Virginia State Police had been using the same UCR/IBR repository solution for more than 12 years with very few software enhancements and updates. With continual changes in state and federal submission and reporting requirements, the agency’s technology was falling behind. After receiving a grant to replace the existing system, a search began for a new solution to increase incident report submissions by local law enforcement agencies, as well as improve the information included in them. The new solution would also help to reduce error rates with the state’s monthly submissions to the FBI. After an extensive research and review process of available solutions, the Zuercher Technologies UCR/NIBRS repository and data entry portal were selected. 

The new repository’s web-based portal will allow local law enforcement agencies to submit data directly to the repository, either by manual entry or a file upload. Because the application is web-based, it enables agencies without a records management system (RMS) to submit incident reports directly, which will greatly increase agency participation throughout the state. The application contains all of the necessary standards for submitting data to the FBI, including LEOKA data as well as the most recent NIBRS reporting elements and codes. In addition to the FBI standards, the Zuercher Technologies repository will manage many state-specific reporting items the West Virginia State Police need to track and report.

The Zuercher Technologies UCR/NIBRS repository has a proven error submission rate of less than 1%. This is significantly below both the Federal Bureau of Investigation (FBI) standard of 4% and the rate that the West Virginia State Police had been experiencing with its current solution. This low error rate is achieved by innovative checks exclusive to the Zuercher Technologies repository and a simplified user interface with real-time error checking. These will allow local law enforcement agencies and state personnel to quickly identify and correct data errors upon submitting to the state and before submitting to FBI.

The project will also include conversion of the state’s legacy systems’ data into the new repository. Having historical data available in the new Zuercher Technologies system will greatly enhance statistical reporting and make referencing data easier.
